Consider replacing some of our code with the GDM->GNOME session keyboard layout passthrough
As https://fedoraproject.org/wiki/Input_device_configuration says, "a layout manually chosen in gdm will be transferred into the session as an additional keyboard layout". This might allow us to drop some of our super-racy code in
tails-configure-keyboard (#7912). It might actually explain why our setting of
tails-configure-keyboard is racy.

The problem here is "additional": we want it to be the main layout.
Indeed, this sentence doesn't specify the priority of this additional layout wrt. other ones.

Given GDM doesn't let the user choose their preferred keyboard layout anymore, it's unlikely that the facility this ticket is about still exists and is maintained. Also note that the links in the description are about Fedora 13. Let's give up.
