Wipe RAM and shut down on panic

This is similar to the rejected (due to cypherpunks not having an account to merge a branch) #14856 (closed), however it is significantly easier to implement. When a kernel panic occurs, the system simply locks up, keeping data in RAM. Instead of doing that, it should kexec into the RAM wiping kernel/initramfs and shut down. This should be simple to do, and could pave the way for implementing #14856 (closed) in the future if time permits.
