We might want to define better what focused work is or rethink the entire mechanism at some point.

I think the "Clocking" section of summit.git:Handbook/Timesheets_and_budget_management.mdwn, that was written after we created this issue, explains pretty well what we currently mean with "focused work".

We could certainly improve it further by doing some kind of testing of that doc when we hire new workers, but there's a chance we rethink this mechanism at some point (or make it so it applies only to less involved contractors, and not to regular part-time workers, whose work might not fit very well into the "focused work" concept, and for whom "office hours" could work better), so I'm adding this to summit.git:WIP/Healing_our_community.mdwn.

I think we can now close this ticket and come back to it as part of the upcoming big "heal our community" conversation/revamp, once we know if we'll keep using this concept and who it will apply to.
