Evaluate on-screen keyboard on Buster
See #14713#note-25: verify that these issues were fixed and there's no regression.

The GNOME 3.28 Release Notes state that now "the view is shifted to ensure that the text area is visible while typing" so this won't be a problem anymore in Tails 4.0, based on Buster :)
Confirmed, works fine on feature/buster \o/
In GNOME 3.28 "a variety of layouts are supported for different locales".
The on-screen keyboard does not pop up after login in French. Will investigate.

The on-screen keyboard does not pop up in the Greeter (after #16288 was fixed).
On current Debian sid, the on-screen keyboard works just fine in GDM's password entry field. So there's a problem specific to our Greeter here => that's out of scope for this ticket, filed #16291.
The on-screen keyboard does not pop up after login in French.
On sid, it does pop up in a GNOME session in French (=> filed #16292 about the Tails-specific problem), but the keyboard layout is QWERTY. In Spanish on Tails feature/buster the keyboard layout is QWERTY + ñ.
So I think I'm done with this evaluation, see you on these new tickets.

And regarding the ability to type extended chars (e.g. ü) that are not part of the current keyboard layoad, this just was presumably fixed: https://gitlab.gnome.org/GNOME/gnome-shell/issues/109, https://gitlab.gnome.org/GNOME/mutter/merge_requests/162. But it won't make it into Buster and the diff feels too big to request a backport to 3.30 so we'll have the fix in Tails 5.0, which is better than "let's hope someone fixes that some day".
