APT snapshot used for libjetty9 is unreliable
As reported on #15647#note-10:

This is an intermittent problem: that curl command works just fine on my machine. I've seen it fail once on
apt-proxy.lizard but now it works every time.
Date: Tue Oct 30 08:36:39 2018 which shows that it worked at least once yesterday. Still, this is not reliable enough so I'll import the two packages we fetch from there into a new, dedicated APT suite hosted on our infra.
