Description

set javascript.enabled to false on highest setting to prevent NoScript bypasses that exist not only on paper but in the wild (see trac.torproject.org)

there is not much issue with doing this since javascript is blocked by noscript anyway on highest setting

It's been considered. The plan is on #9700 (and that ticket is "Related to" a few of the older duplicates).
