#11943 has test results about this (and I have the network dump + Journal saved locally).

… that lead me to create this ticket. I wanted to tackle it, but I can't find what part of the design doc you were referring too. Is it "Active probe fingerprinting"? If it is so, unless NetworkManager sets a new MAC address for every probe request (I didn't check), then I don't see how wifi.scan-rand-mac-address helps. Can you please clarify?
