Feature #5929: Consider creating a persistence by default for plausible deniability
Decide if/how we want plausible deniability for the persistent volume
Decide if we want it, research the legal perspectives, etc.
(At the Tails summit 2016, we added this task to our roadmap, but nobody could volunteer so this has no target version.)
