Done in 31787dc65754eadb5bf49f3d09491a8c05304d02, but I won't be able to easily test until #8642 is live.

I have no clue when #8642 will be reviewed'n'merged, so I can't keep this on my 2.4 plate.

Now that the dispatcher is live, I've verified that mirrors.json is indeed cached.
